- Submit the Ministry’s electronic application and upload the required documents through it. Gaza applicants must submit this Ministry application and upload all required documents by the deadline; their paper documents are delivered later when Ministry operations resume. Required
- For applicants not covered by the Gaza exception, deliver certified copies of the required documents to the Ministry in Ramallah or to the higher-education offices in Hebron or Nablus, according to the instructions.
